Mike Whan said. Dugard resurfaced last week in California after being snatched near her school bus stop in South Lake Tahoe, Calif., in 1991 at the age of 11.<br /><br />"There might not be any link between the cases and him, but we'd be crazy not to look at the possibility," he said.<br /><br />Jennifer and Charles Chia were kidnapped on the 100-yard walk from the bus stop to their home, Whan said. The remains of the 6- and 7-year-old siblings were found nine months later near Blairsden, Calif., about 60 miles northwest of Reno.<br /><br />He said the cases under review either occurred around 1976, when Garrido kidnapped and sexually assaulted a 25-year-old woman while living in Reno, or in the several years after Garrido was paroled from a Nevada prison in 1988.<br /><br />The 1976 victim - Katherine Callaway Hall - told police after that attack that Garrido said he had abducted two other girls, one from the San Francisco Bay area and one possibly from Las Vegas.<br /><br />"Anything is possible with this guy," Whan said. "This guy would be a better suspect than others based on the prior crimes he has committed.<br /><br />Garrido, 58, and his wife, 54-year-old Nancy Garrido, have pleaded not guilty to 29 counts of kidnapping, rape and false imprisonment in Dugard's disappearance.<br /><br />Police say the Garridos held Dugard captive in a backyard encampment of tents and sheds in Antioch, Calif., and Garrido fathered two children with Dugard. Both Garridos are being held without bail.<br /><br />Another unsolved Reno case under review involves 7-year-old Monica DaSilva, who was snatched from her bedroom as she slept in 1990. Her remains were found three weeks later east of Reno. Her killer has never been identified.<br /><br />Whan noted the disappearances of DaSilva, the Chias and Dugard occurred in the same general time frame and area after Garrido's parole. Garrido admittedly had a process of finding females and committing sex acts with them, he said.<br /><br />"During that time period we had those child abduction cases and since then we haven't had any," Whan said. "Kind of interesting."<br /><br />Hall said Garrido told her the night she was repeatedly raped in 1976 that he had come to Lake Tahoe specifically for the purpose of abducting a girl.<br /><br />"The whole scheme was planned for weeks," she said he told her.<br /><br />A federal prosecutor testified at Garrido's 1977 trial that Garrido had tried unsuccessfully to kidnap yet another woman just an hour before he approached Hall.<br /><br />Garrido was sentenced to 50 years in federal prison but was paroled after serving less than 11 years. He was arrested and jailed from April 4, 1993 until May 10, 1993 for violating parole terms, said U.S Parole Commission vice chairman Cranston Mitchell. Garrido was then confined to his home until Aug. 31, 1993, and remained on federal parole until March 1999.<br /><br />Mitchell declined to discuss the details of the violations except to call them "minor."<br /><br />Garrido's parole file shows that Garrido was convicted in state court of marijuana possession in 1970 and 1973 and was sentenced to probation both times, Mitchell said.<br /><br />All police agencies in the Reno-Tahoe area are examining open cases for any links to Garrido, Nevada Department of Public Safety spokeswoman Gail Powell said. FBI spokesman David Staretz said his agency is working with local police on the cold cases.<br /><br />"We are currently looking at all unsolved female disappearances/kidnappings and a couple of homicides," Staretz said by e-mail. "We are attempting to track Garrido's activities while in Reno in 1976 and after his parole."<br /><br />Several Reno police detectives are scouring old records on microfiche, contacting retired investigators and seeking other physical evidence, such as DNA, Whan said.<br /><br />Reno police are giving top priority to unsolved murder, kidnapping and sexual assault cases involving females over missing persons cases, he said.<br /><br />The South Lake Tahoe police department is looking at a number of unsolved killings, including that of a 17-year-old girl who was slain the same year Garrido kidnapped and raped Hall, Lt. Martin Hale said.<br /><br />Washoe County Assistant Sheriff Marshall Emerson said his department is reviewing several cold cases that date back to the 1970s to determine whether they could be linked to Garrido. Hargrove, who was reported missing in May, was discovered last month; Thorpe, reported missing in May 2007, was discovered three months later.<br /><br />Ernestine Battle, 50; Melody LaShae Wiggins, 29; and Taraha Shenice Nicholson, 28; were also found in the same area.<br /><br />A sixth body discovered in February has yet to be identified, and three other missing women with similar descriptions and backgrounds – Christine Marie Boone, Renee Joyce Durham and Yolanda Renee Lancaster – remain missing.<br /><br /><br /><br />Bike ride raises awareness of Edgecombe slayings<br />To help raise money for a series of billboards about the unsolved slayings, a bike ride was held Sunday. The bikers rode through the streets of Edgecombe County, and past the rural area where some of the women's bodies were discovered.<br /><br />"It was somebody's daughter, somebody's sister, somebody's mother. So it could be you, and you would want someone to help you out," biker Terrance Dickens said.<br /><br />Family members of the some of the victims recently organized the group MOMS – Missing or Murdered Sisters. It also aims to draw attention to the unsolved cases.<br /><br />"It's so hard, God knows it is. I stay in prayer. That's what keeps me going,” said Diana Nicholson, mother of victim – Taraha Shenice Nicholson.<br /><br />Money raised Sunday by the bike ride will join funds for billboards gathered last weekend by MOMS.<br /><br />The Edgecombe County Sheriff's Office, Rocky Mount Police Department and State Bureau of Investigation are part of a task force looking into the slain women cases. McPhatter had been missing since she was spotted in Columbia on May 6.<br /><br />Police said McPhatter had gone to Columbia to visit Manning, who she met online.<br /><br />WIS obtained surveillance video from May 6, taken at an ATM on Farrow Road. It shows someone attempting to use McPhatter's credit card. Authorities believe manning is either the person using the card, or he's in the car.<br /><br />Friday in Fairfield County off Peach Road, Richland County deputies found McPhatter's burned-out Honda Accord on a dirt road. They found her body inside the car. Officials don't know how long she had been there.<br /><br />"We were able to identify witnesses that we believe had vital information that actually led us to the vehicle," said Charlotte-Mecklenburg Police Chief Rodney Monroe.<br /><br />Deputies arrested Manning at his home Thursday night.<br /><br />While they had never spoken, Barker says she saw Manning talking on his cell phone in the yard on Sunday.<br /><br />"He looked normal, you know, I'm just talking to a friend on a cell phone," says Barker.<br /><br />Barker never suspected her clean cut neighbor would be a danger to anyone.<br /><br />"I'm married, but if I were a single woman, hey this guy I'm about to go up and talk to him, because he looked so normal you know," says Barker.<br /><br />Richland County Coroner Gary Watts said the body's condition requires he identify her through DNA or dental records, but indications are the body is McPhatter. "You get so used to months and years going by, nothing happens, nothing changes in the case, and then all of a sudden something happens," said Skemp, who was ready to go to church when he got the news. "And it stops you in your tracks."<br /><br />But when Skemp learned authorities had determined the remains were male, he thought to himself, "Here we go again."<br />"I handled this one pretty well. I think that comes from experience," said Skemp, 51, of Forest Park.<br /><br />Families of missing people -- already reeling from loss and absence of closure -- sometimes suffer more than families of murder victims, some experts say. Some drown out the pain with substance abuse, some by obsessively following the cases of other missing people, they say. And news of a found body can send them into a near free-fall.<br /><br />Nicole Goyette, the girlfriend of Scott Arcaro, a Lisle man who vanished in 2007, was devastated after she found out that the remains along the Des Plaines River were those of a male.<br /><br />"I'm having a very rough day. I'm sure me and other families are having a very hard time right now," she said. "I wish things were going a little bit faster. I wish someone would call and tell me what's happening."<br /><br />Experts also say there is a lack of support services for families of missing people.<br /><br />"No matter what stage they're in, closure is very difficult to find and they continue to experience anxiety and fear and they're overwhelmed by this. ... There is essentially no organization to help these families cope," said LaDonna Meredith, president and co-founder of Arkansas-based Let's Bring Them Home, a non-profit that is studying the impact on families of missing people. "The parents of missing children we found in the study suffer more distress than the parents of murdered children. Even if it's been one year, or 20 years, there's no closure, and there's the 'what-if?' factor."<br /><br />Authorities are still trying to identify the remains found May 20 by a cleanup crew working along the river near Channahon just west of Interstate Highway 55. DNA testing by the Illinois State Police Forensic Crime Lab determined the sex of the partial skeletal remains.<br /><br />When the remains were discovered, speculation spread that they could be those of Stacy Peterson or Lisa Stebic, Will County mothers who disappeared in 2007 in high-profile cases. But the news spread just as quickly, if not as publicly, through the tight Chicago-area network of families of other missing people.<br /><br />"When you get those phone calls, you just get an anxiety level that just skyrockets, with a lot of hope attached," said Susan Olsen, 55, who has searched for her son, Bradley, of Maple Park since he disappeared in 2007. "Every time we get those phone calls it's just a roller-coaster ride. ... It's trying. It's very trying."<br /><br />The reporting of a missing person is traumatic, but the waiting and hoping really hurts.<br /><br />"Every time a body shows up, I think, 'Maybe it's John.' On Friday, they put up posters and ribbons on a two-mile stretch of road in Newport.<br />"We need this community to step-up and help out. Megan is still missing," says her mother, Lisa Maxwell.<br />She contacted CUE and asked the group to aid in the search for her beloved daughter.<br />"We have a lot of resources that law enforcement doesn't have and we will be here as long as we are needed," explains Lori Roberts, with CUE.<br />"Everyone that sees this needs to pay attention. This could be your child. You need to consider that Megan could be your child," Roberts adds.<br />Megan Maxwell loved tennis, her family and life in general, her mother says. "It's devastating. Jamie Parsons said the 47-year-old was last seen Thursday buying gas in Clearwater, but she never arrived at the cabin, about 90-minutes away on a two-lane dirt road. Her husband reported her missing.<br />"This is a big concern, we're trying to find her as quickly as we can," said Parsons.<br />"Lydia has been travelling this road for many, many years, so what went wrong or where she's at, we couldn't tell you."<br />Parsons said a helicopter was expected to fly over the area Friday evening to look for any sign of Neufeld or her vehicle, and police and search-and-rescue crews were heading out along the road. The search was expected to continue throughout the weekend.<br />Neufeld started working for the CBC in Calgary during the 1988 Winter Olympics and moved to Edmonton the same year.<br />She has covered the Alberta legislature, and hosted the programs Edmonton AM and Key of A.<br />Neufeld is currently a general assignment reporter and fills in as host of Radio Active, CBC Edmonton's local afternoon show.<br />Mike Linder, managing director of CBC Edmonton, said newsroom staff were anxious for news about their colleague and have been keeping in touch with Neufeld's family.<br />"Lydia is a very accomplished journalist, and she has a real human touch and a real understanding and empathy," Linder said in an interview.<br />"We're holding it together, but we are very concerned. Authorities don't suspect foul play, but the medical examiner is still trying to determine how he died.<br />Longmeadow police told The Republican of Springfield that Acconcio was last seen Jan. 7 walking toward Forest Park. Highlands Avenue, was last seen around 11 p.m. the night before when he returned home from his job at a local supermarket. He went into his bedroom.</p><p>Just after 1 a.m. on Saturday, a neighbor woman came to the door and said Boggs and her son had left their respective homes and exited the area together in an unknown direction.</p><p>The second missing boy has since been recovered safely.</p><p>Boggs’s guardian received a text message from the missing juvenile not long after she reported him missing. He told her he was planning to leave the state to meet up with another family member.</p><p>A BOLO (be on the lookout) was issued for the teen, and sheriff’s deputies entered his information into the national data base for missing persons. Checks were made with known friends and associates.</p><p>The boy’s guardian reported that she had heard from him via cell phone on Feb. 7, although his telephone number was blocked. Boggs told her he was all right, but he wouldn’t be coming home.</p><p>Additional information was gathered that seemed to indicate the missing teen might still be in the area. Detectives also are checking with out-of-state jurisdictions where the boy has other family.</p><p>Anyone who may have information about 17-year-old John Boggs or his whereabouts is asked to call 911 or 352-726-1121 right away.</p><p>FOLLOW UP!</p></div>Citrus County Sheriff's Office detectives have been notified that an Inverness teen reported missing on Saturday, Jan. 31, has been found.<br />John Boggs, 17, of 3506 S. Adam Walsh's parents co-founded the National Center for Missing and Exploited Children, which helps law enforcement and families search for children who have disappeared.<br />Parents, in turn, have kept a closer watch on their children. Some don't let them go to the store on their own or play outside alone.<br />The Adam Walsh murder was solved last month. Police in Hollywood, Fla. believe the deceased serial killer Ottis Toole was responsible for Adam's death in 1981.<br /> Local police take action<br />In York County, officials started a York County Missing Child Task Force after a 5-year-old boy disappeared after school in the summer of 2006.<br />Police officers, teachers and residents searched eight hours throughout the City of York for the boy. He was found unharmed at a friend's home late in the night.<br />That case sparked a conversation about how York County didn't have a plan for searching for missing children, said Alfie Ford, coordinator for the Criminal Justice Advisory Board and the task force. At the time, she described the search as being "organized chaos."<br />"I know as a parent -- if anything ever happens to my child -- I would want police departments to have in place plans to deal with it," she said. "Time spent looking for resources could be time used looking for a child."<br />The plan includes keeping a list of resources, such as search and rescue teams and artists readily available to draw sketches, she said.<br />It would provide police departments with more manpower to aid in the search, West Manchester Township Police Chief Arthur Smith said. That way, it wouldn't be just a handful of officers from his department, for example, looking for a missing child in the township.<br />The list of agencies willing to assist include the U.S. Marshal's Office, the FBI and Pennsylvania State Police, Ford said.<br />Locally, the county's Children and Youth Services would help provide information on the family dynamics, if it's available, and the adult probation department could inform law enforcement about those on probation.<br />Technology would allow officers to pull up a map showing where sex offenders live in the area.<br />And the task force recently added a bloodhound named Lou that could assist with a search.<br />"You bring all these people together, it's a tremendous resource," she said.<br />Law enforcement in the area also has received training from the National Center for Missing and Exploited Children.<br />Julio Mendez, the chief county detective in the district attorney's office, is in charge of the task force. It follows the standard practices and policies that have been developed by the National Center for Missing and Exploited Children.<br />The general policy, for example, calls for sending an officer -- preferably one who routinely patrols the area -- to the scene to gather information.<br />It also suggests that officers conduct a search of the home and property -- even if the distraught parents have already done so. They should look in places where children could be trapped, asleep or hiding and pay special attention to dangerous spots, such as refrigerators, freezers and the interiors of parked cars, according to the national center's Web site.<br />The national center also provides a secure Web site where officers can create missing-child posters to be disseminated, Mendez said.</div><div align="left"> </div><div align="left"><strong>More ways to help</strong> </div><div align="left"><br />Other tools to assist in searches have come over the years.<br />Parents can put their child's fingerprints, a photograph and a hair sample into an identification kit that could provide a valuable resource in times of emergency, Southern Regional Police Chief James Childs said.<br />Amber Alerts, which can be broadcast so the public can alert authorities if they spot a missing child, also have been used over the years.<br />Those alerts are used sparingly so people don't get used to them. In 2008, for example, state police received 59 requests for activation, but only four made it over the airwaves, Cpl. Linette Quinn said.<br />Only law enforcement can request an Amber Alert, she said. The missing person must be younger than 18 and believed to be in immediate danger of death or serious bodily injury.<br />In addition, state police weigh such case information as the reliability of witnesses, how much time has elapsed and the specific details police have before putting out an alert.<br />For example, if a child is abducted in the morning, but the call doesn't come in until the evening, that would not likely qualify, she said.</div><div align="left"> </div><div align="left"><strong>Parents change their ways</strong></div><div align="left"><strong></strong> </div><div align="left">The Adam Walsh case brought home the dark side of the world for many parents, and that's when they started teaching preschoolers and older children how to protect themselves, said Debbie Mandel, author of "Addicted to Stress."<br />Parents no longer allowed their children to play without supervision or go to the local store alone. They started holding on to their children more tightly at the mall or an amusement park.<br />Mandel also said this change in society ran parallel to what is called helicopter parenting, defined by sociologists as parents who hover over their children and swoop in to handle any problems.<br />Parents need to create a balance, Mandel said. She suggests parents should give children the freedom to explore while still keeping an eye on them. Kids need to know there are good people whom they can ask for help.<br />York County hasn't had a case like Adam Walsh's, and law enforcement officials said they hope the community never does.<br />But they're gearing up, just in case.<br />"The boogeyman is out there," Whitman said. "Hopefully there doesn't come a day that we have to deal with it." </div><div align="left"> </div><div align="left"><strong>WHAT TO DO </strong></div><div align="left"><strong><br /></strong>Parents should act immediately when their child is missing, according to the National Center for Missing and Exploited Children's Web site.<br />Here is a list of what parents should do:<br />--If your child is missing from home, search the house. Check closets, piles of laundry, inside and under beds, inside large appliances and inside vehicles, including trunks - wherever a child may crawl or hide.<br />--If you still cannot find your child, immediately call your local law enforcement agency.<br />--If your child disappears in a store, notify the store manager or security office. Then immediately call your local law-enforcement agency. Many stores have a Code Adam plan of action- if a child is missing in the store, employees immediately mobilize to look for the missing child.<br />--When you call law enforcement, provide your child's name, date of birth, height, weight and any other unique identifiers such as eyeglasses and braces. Tell them when you noticed your child was missing and what clothing he or she was wearing.<br />--Request that your child's name and identifying information be immediately entered into the National Crime Information Center (NCIC) Missing Person File.<br />Õ¤After you have reported your child missing to law enforcement, call the National Center for Missing &amp; Exploited Children at the toll-free telephone number: 1-800-THE-LOST (1-800-843-5678). Deputies searched the car before releasing it to the family.<br />Nadel, 75, a well-known figure in Sarasota's social and charity worlds, appears to be the key to learning how the hedge funds he oversaw were wiped out.<br />Law enforcement officials say their priority is finding Nadel and returning him to Sarasota. The FBI has been brought in to assist the investigation.<br />Sources close to the investigation say Nadel has left the state. Some of the missing money may have been moved overseas, they added.<br />Nadel's wife, Peg, said she last saw him Wednesday morning, as he prepared to go to work. She is also a principal in Scoop Management Inc.<br />Art Nadel's last known contact was Wednesday afternoon, when he called his stepson, Geoff Quisenberry, to retrieve a note Nadel had left at his home.<br />The note, which Quisenberry said referred to suicide, alarmed the family and spurred them to call in a missing person report.<br />On Saturday, Quisenberry read from a statement prepared by the family:<br />"The employees of Scoop Management, which includes Peg Nadel, the wife of Arthur Nadel, have just learned that they, along with many others who have invested money with Art, have been victimized by his unauthorized actions," he read.<br />Quisenberry also said the family is cooperating with authorities and is still trying to piece together what happened.<br />In a letter to investors, Fund principal Neil V. Moody stated that the funds "may have virtually no remaining value," and that no one else at downtown Sarasota's Scoop Management realized the funds were empty.<br />Michael Zucker, Scoop's internal accountant, said he was "blindsided" by the turn of events.<br />"We're trying to trace everything backwards," Zucker said. "We had no idea this was happening, that money was disappearing. We saw statements and assumed they were accurate." Zucker said he was primarily responsible for preparing year-end partnership tax returns.<br />Law enforcement officials say there is no indication that others in the company were aware that money was missing before Nadel's disappearance.<br />The Nadels and Moody were heavily involved in a variety of Sarasota nonprofit organizations -- as donors, board members and, at least twice, in ways that brought their outside businesses into play.<br />At Habitat for Humanity, the Nadels donated money and used the charity as a launch pad for their own product -- a highly energy-efficient system for building affordable panelized homes. Peg Nadel has also been in charge of the group's capital fundraising campaign for about 18 months.<br />"I was literally in shock," said Habitat board chairman Zeb Portanova. "It is a big deal for our town."<br />Habitat had no funds invested in any of the Nadel-managed funds.<br />But Habitat does have a contract for 12 of the panelized homes built by Home Front Homes, a Sarasota County company that is majority-controlled by the Nadels.<br />The couple gave generously, but they also had something to gain. "Hundreds of thousands were donated to Habitat," said Portanova. "A portion of that was, 'I want to make our homes more affordable so you guys can use them.' There was hundreds of thousands on top of that that was pure gifts."<br />The Nadels and Moody were involved at Girls Inc. of Sarasota County. The Nadels shared a vice-chairman role at the group's foundation, and Moody donated $30,000 in cash last summer.<br />"We definitely do not have any investments," said executive director Stephania Feltz.<br />At Circus Sarasota, Peg Nadel was the event chairwoman for its recent annual gala.<br />The investigation into Nadel and the hedge funds has been slowed by the three-day weekend. Banks are closed Monday for Martin Luther King Jr. Day, preventing investigators from examining Nadel's bank records.<br />October was a tough month for all investors, but accountant Zucker thought Nadel was working through it.<br />"He was pulling out of it," he said. "I thought he was very confident about the future of the funds. That's what we all thought."<br />Zucker has known Nadel for 12 years and his wife for 17 years.<br />Nadel graduated from New York University's School of Law and was a lawyer and real estate developer in New York before moving to Sarasota, Zucker said.<br />The couple met in the 1990s and started a small investment newspaper and investment clubs, said Zucker, who became the accountant in their various enterprises.<br />Portanova, co-developer of the proposed The Proscenium project near the Ritz-Carlton Hotel, toyed with the idea of investing with the Nadels, but never did.<br />He says he sat with Art Nadel a couple of times and asked to be walked through the investment.<br />His impression was that Nadel traded leveraged derivatives, such as the one based on the NASDAQ 100 stock market index.<br />"He was essentially a day trader," said Portanova.<br />"If I had won the lottery tomorrow, would I put a couple million bucks with them? Yeah, I probably would have."<br />Alex Quisenberry, Peg Nadel's daughter, is answering her mother's cell phone these days. She said the family has not heard from Art.<br />"This case, like many others, is a case of how one of the most intelligent and wonderful men on the planet can have bad things happen," she said. "His family loves him and wants him home. Nadel, a prominent player in Sarasota social and philanthropic circles, disappeared this week. His wife, Peg, filed a missing <a href="http://www2.tbo.com/topic/k/person-report/">person report</a> with law enforcement after finding a suicide note.</p> <p>Investors — from individuals to the Sarasota YMCA Foundation — in the funds branded Viking, <a href="http://www2.tbo.com/topic/k/valhalla/">Valhalla</a> and Scoop were stunned this week to learn they may be victims in what could become the largest <a href="http://www2.tbo.com/topic/k/investment-swindle/">investment swindle</a> in <a href="http://www2.tbo.com/topic/k/southwest-florida/">Southwest Florida</a> history.</p> <p>Despite the carnage on Wall Street last year, investors had been told their investments earned more than 8 percent as of November.</p> <p>Some are already calling it a "mini-Madoff," after accused investment scammer <a href="http://www2.tbo.com/topic/k/bernard-madoff/">Bernard Madoff</a> of New York, who has been accused of creating an alleged $50 billion <a href="http://www2.tbo.com/topic/k/ponzi-scheme/">Ponzi scheme</a> that yielded similarly large percentage returns.</p> <p>"I feel abused. I feel beaten. I don't know who to believe," said Dr. Brad Lerner, who expects to lose nearly $730,000 in an IRA fund with Nadel and Moody.</p> <p>Neil V. Moody, the president of Viking Management, declined to respond to interview requests.</p> <p>In a statement issued Thursday to investors, Moody confirmed the funds appear depleted.</p> <p>"Unfortunately, just <a href="http://www2.tbo.com/topic/k/yesterday-afternoon/">yesterday afternoon</a> we became aware of an extremely <a href="http://www2.tbo.com/topic/k/serious-situation/">serious situation</a> suggesting that the funds may have virtually no remaining value," Moody wrote.</p> <p>Moody, who lives part time in Evergreen, Colo., has told several investors interviewed by the Herald-Tribune the funds value totaled $350 million. He said he has contacted the U.S. <a href="http://www2.tbo.com/topic/k/securities-and-exchange-commission/">Securities and Exchange Commission</a> and "all appropriate authorities" to report the situation.</p> <p>Moody is telling clients that Nadel did all the fund trading, and that Moody had no idea anything was wrong until this week.</p> <p>Nadel, 75, and Moody, 70, operated under the name Scoop Management Inc. in a double storefront at 1816 Main St., across from the Bank of America building.</p> <p>Management appeared in a state of turmoil. Peg Nadel and son Geoff Quisenberry said they could not comment on the size of the company's assets under management, the number of clients, how much has been lost, or even whether it is accurate to call them a hedge fund operator.</p> <p>"The way I want to be represented is we are totally open and cooperative with all our clients and the authorities, and that includes the SEC," Peg Nadel said. "We have nothing to hide. But until our counsel has a statement prepared for us to make public, we cannot comment on what is happening here."</p> <p>She and Quisenberry both denied reports that employees were emptying out the office.</p> <p>The Nadels were known for their civic activities, serving on boards and donating money.</p> <p>Habitat For Humanity, Jewish Family &amp; Children's Services and Girls Inc. all received cash gifts and pledges from the couple in recent years. None had any money invested in the hedge funds.</p> <p>"We're very fortunate in that way," said Rose Chapman, president of Jewish Family &amp; Children's Services. Moody was co-chair of the organization's capital campaign.</p> <p>"We've received gifts from them over the years, but they were all cash," said Stephanie Faltz, Girls Inc.'s executive director. "We had no funds with them. The Nadels have been very generous. This makes me very, very sad."</p> <p>At Habitat For Humanity, the Nadels were the home building charity's largest donors. Last year, at the group's "Hammers &amp; Hope" fundraiser, Peg Nadel pledged an equal amount if Habitat raised $250,000.</p> <p>The Nadels also own the Venice Jet Center, which has been at the center of controversy in Venice over its efforts to expand.</p> <p>Investors interviewed by the Herald-Tribune said they realized something was wrong when they failed to receive their December statements, or when they did not receive requested distributions.</p> <p>Scoop could not meet a year-end demand for $50 million in withdrawals from investors, <a href="http://www2.tbo.com/topic/k/lerner/">Lerner</a> said.<br />He said he invested $500,000 in the Viking IRA Fund three years ago, and through November it had grown to $729,844. The fund managers claimed the fund had earned 8.56 percent in 2008, down only in October, during a year when Wall Street suffered catastrophic losses.</p> <p>"I had no reason to believe it wasn't real," he said.</p> <p>Moody contacted him Thursday to say that his money was gone and that Nadel had disappeared.<br />Lerner, a physician specializing in internal medicine, was one of several investors who filed reports Friday with the Sarasota Police Department.</p> <p>Another local investor, who requested anonymity, said she had asked for a year-end distribution but was stalled for a few days. Moody on Thursday admitted to her that "Art Nadel was missing with all the money." She had invested with the firm for 10 years.</p> <p>And it is not just individual investors. Local foundations also appear damaged.</p> <p>Until Thursday, the YMCA Foundation of Sarasota believed that $1.1 million, or 13 percent of its total assets, was generating returns of at least 10 percent per year in the <a href="http://www2.tbo.com/topic/k/valhalla/">Valhalla</a> Management L.L.C. fund.</p> <p>Moody, a director of the YMCA and first vice chair, informed YMCA president Karin Gustafson on Thursday that the money is gone. He resigned from the board at the same time, she said.</p> <p>Moody, also well known in social and civic swirls, made an initial donation in January 2005 and bumped the total up by $1 million starting in 2007 and into 2008, Gustafson said.</p> <p>"Neil made a significant gift but asked that it be invested at Valhalla," she said.</p> <p>"With Neil's fund, because it was outside our investment guidelines, he did a personal guarantee of 10 percent," she said. In other words, if the fund did not generate at least 10 percent per year, Moody promised to make up the difference.</p> <p>The YMCA received regular reports from Scoop Management, with the last showing a November balance of $1,188,000.</p> <p>Gustafson could not describe how the money was invested.</p> <p>Hedge funds are basically private investment pools for wealthy, sophisticated investors. Many are organized as partnerships with a general partner managing the fund's portfolio and making investment decisions.</p> <p>Minimum investments can be high — $100,000 is not unusual — and the funds can be risky. A student of Southern Community College, San Fernando, the girl was taken to the temple by her mother, Bissondaye, for a ritual to be performed on her. Rajdaye’s father, Charran Rampersad, 37, told Newsday that his daughter and wife, Bissondaye, 36, went to the temple for a special “jharay”(spiritual cleansing) to ward off evil spirits. Speaking at their home yesterday at Kanhai Road, Barrackpore, Rampersad said his wife went into the temple’s bathroom to have a bath before engaging in the ritual. She left Rajdaye standing outside the bathroom, but when she emerged, her daughter was nowhere to be found. She made several checks in and around the temple, then made a report to the nearby Point Fortin Police Station. Point Fortin police visited another Hindu temple in Rousillac to carry out their investigations in which it is believed that a religious leader had threatened to abduct Rajdaye. The police report stated that when they arrived at that temple, police officers were greeted by a number of men who were engaged in a ritual in which they tied themselves with chains. Police said that the men were using the chains to hit themselves on the back and chest while chanting prayers in Hindi. Rampersad’s wife was too distraught to speak to the media yesterday at her home in Barrackpore. Charran Rampersad told Sunday Newsday that he and his family frequented the temple in Rousillac until threats were made to abduct his daughter Rajdaye. “We stopped going there and began taking Rajdaye to the Durga Shakti temple in Point Fortin to jharay her,” he said. When Sunday Newsday visited that temple yesterday, a female devotee, who requested anonymity, explained that at the time of Rajdaye’s disappearance, there were about 20 persons in the temple. “People from all walks of life come here for help. Pundit Geewan does spiritual work. When this (Rajdaye) girl came for help, she was like a dead person and he brought her back to life. We are not responsible for her disappearance though, ” the devotee said. A resident living close to the temple told police that he saw two men speaking angrily with Rajdaye who was looking scared. Up to late yesterday police officers at the Point Fortin, South Oropouche and Barrackpore Police Stations, were searching for the missing girl. Relatives have since distributed flyers with the girl’s photo in Barrackpore and Point Fortin. That part of town has developed a lot since the early 1960s when it was a newer suburban area still surrounded by dairy and pasture land.<br /><br />Andy was home with his brother Donald, who was older by a year, that morning while their mother, Ellen, a nurse, was working. The boys’ stepfather, William Sims, was in the National Guard and had been called up with the 49th Armored Division to go to Fort Polk, La., during the Berlin crisis.<br /><br />Saturday morning dawned with fog ghosting across Wichita Falls, but about the time Andy—dressed for winter in a coat and knit cap -- was said to have gone outside to play early in the afternoon, bits of blue sky were starting to peek through the clouds.<br /><br />Any other day, Andy might have ridden his bicycle; but on that day, it was broken.<br /><br />The temperature broke briefly from the colder, drizzly weather that had settled over the area. The mercury spiked into the 50s before frigid winds rattled it down to freezing by the next morning. The cold would seize the city for days, the chill not letting up as volunteers, many summoned by pleas on television broadcasts, joined law enforcement and emergency workers in massive but fruitless searches for Andy.<br /><br />That same Saturday, hundreds of miles away in California, Steve Douglass turned 2, unaware as he would be for decades that Andy Sims existed, and that Andy was his older half brother.<br /><br />Growing up, Douglass knew his father had been married before. He knew his father had a son, Donald, but didn’t come across the first mention of Andy until he started researching his family’s history after his father, Donald Ace Douglass Sr., who was Andy’s biological father, died in 2001.<br /><br />Steve Douglass, who lives in Gahanna, Ohio, and is retired from the police force there, traveled to Wichita Falls this year with longtime colleague and friend Becky Wolfe to see what they might be able to learn about Andy’s life and disappearance.<br /><br />Douglass doesn’t hold out much hope for finding Andy, who would now be a 58-year-old man, alive. He is prepared for the probability of a far less favorable outcome, one many others share.<br /><br />“As a police officer, I find it very difficult to believe that he simply wandered off and succumbed to the elements and they never found a body,” Douglass said.<br /><br />If something happened to Andy, whether he fell victim to the weather or other circumstances or met with foul play, Douglass wants to find out what happened.<br /><br />Even if they can’t solve what happened to him, Douglass hopes to find Andy to give him a proper burial.<br /><br />Wichita Falls police, who were first notified that Andy was missing about 8 p.m. Dec. 9, 1961, also still hope to learn what happened to him, mainly to bring whatever closure they can to Andy’s family, said Sgt. Bill Henning, who supervises the Criminal Investigation Section.<br /><br />Andy was home between noon and 12:30 p.m. that Saturday when Ellen Sims called the house and talked to Donald, the investigation showed. Donald reported Andy left the house between 12:45 and 1 p.m. to go out to play, Detective Tony Fox said.<br /><br />“That was the last time he was actually seen by anyone,” Fox said.<br /><br />Fox has taken the lead on the decades-old case, which is still an open investigation. The documents from the 1961 police work add up to a stack a couple of inches thick.<br /><br />Ellen Sims returned home about 2:30 p.m. She had done some shopping, the case records showed.<br /><br />Members of Andy’s family were the first to search for him. The boys’ mother sent Donald out to look for his brother, and other family members joined in the unsuccessful search.<br /><br />The family called the police about 8 p.m., and later called again.<br /><br />Andy’s disappearance is classified, as it has always been, as a missing person case with the Wichita Falls Police Department.<br /><br />“We’re currently re-looking at the case,” Henning said.<br /><br />Although some of the information was probably lost with people<br /><br />who have since died, there are still people living today who might hold key details; and investigators hope to have another chance to see if they can help piece together what really happened that December nearly five decades ago.<br /><br />Detectives received information over the years, but not really any new leads. They want to see if memories now might be able to unlock some new paths to investigate. Sometimes, people remember a vital piece of information after a case has gone cold. Perhaps that detail didn’t seem to mean much at the time. Other times, people want to tell something they held back at the time, something they might have been afraid or reluctant to share, or something they have lived with over the years that they want to get off their chests now.<br /><br />Fox has been able to talk with some of the original officers who worked on the case.<br /><br />“It’s really good to be able to call those guys,” he said.<br /><br />It didn’t take more than a few words—a child who disappeared in 1961 for the case to register.<br /><br />Andy.<br /><br />“He knew the name,” Henning said of one of the investigators.<br /><br />Just as there are cases Henning and Fox will never forget, the same thing holds true for their predecessors, Fox said.<br /><br />Charles Trainham, who retired from the department as a major in 1991, was working there when Andy disappeared. A copy of the case stayed in his office for the rest of his career.<br /><br />“Some cases just kind of touch at you, draw at your heartstrings,” he said. Andy’s was one of those. He was there one day and gone the next. There was no crime scene, no tangible evidence, Trainham said.<br /><br />Andy merely vanished; and although the investigators at the time had their suspicions about what happened to him, without being able to pinpoint exactly where he might be, it was impossible to say for sure what happened, impossible to recover any remains, Trainham said.<br /><br />There were a lot of searches, he remembered.<br /><br />“The initial investigation was very thorough,” Fox said.<br /><br />Fort Sill, Civil Defense, Marine Reserves, members of the Sheriff’s Mounted Patrol and others worked with volunteers to comb the area, searching Andy’s usual hangouts and places it seemed a child might have gone to escape the cold.<br /><br />Volunteers searched a cemetery within eyesight of the family’s home.<br /><br />One person reported seeing someone who matched Andy’s description at the Boy Scout Hut near Lake Wichita about 3 p.m. Dec. 9, just a few hours after Andy left his house.<br /><br />Lake Wichita was searched several times, and it was dragged, Fox said.<br /><br />Still no sign of Andy.<br /><br />The surrounding neighborhoods, which were undergoing quite a bit of development, held plenty of places to look; but nothing turned up any trace of Andy despite searches by land and by air. A helicopter flew over the area, offering a new look at the scenery.<br /><br />Some of Andy’s friends told police he liked to play in some caves near Fairway Boulevard, but checks there turned up nothing.<br /><br />Patrol officers brainstormed, thinking of people they knew who might harm children. Detectives talked to people who in those days were known to “have a liking for children.” They visited the jail to follow up on information from conversations.<br /><br />The tools detectives had at their fingertips were far different than the ones they have today. Cell phones wouldn’t come into their hands for a few decades still, and land-line long distance calls were expensive but necessary to keep connected with agencies outside the city that might be able to offer some insight. E-mail also didn’t exist, so any written correspondence took longer.<br /><br />Still, the efforts stretched far from home. The department connected with agencies in the area and across state lines as authorities worked to track down any trace of Andy Sims.<br /><br />One report suggested the boy might have wanted to visit his grandparents in Little Rock, Ark. He never turned up there.<br /><br />People reported sightings in Oklahoma, Arkansas and Missouri; and investigators followed up on all of those tips, Fox said. The FBI became involved as well as the Texas Department of Public Safety. Andy was listed in a missing persons bulletin, much like the ones DPS issues today.<br /><br />Andy’s family had lived in Wichita Falls for just a short time.<br /><br />Before he left for his military duties, Bill Sims, the boys’ stepfather, taught English at Midwestern University.<br /><br />Bill Sims welcomed Ellen Sims’ boys into his world, getting to know them even when they were young, his widow, Janie Sims, said. Janie and Bill married after Bill and Ellen divorced in the early 1980s. Bill Sims died in August. Janie Sims described reading some of his diaries from the days when he was dating Ellen. He would baby-sit her boys, and she knew that he had always liked Andy.<br /><br />“Bill always said he was a sweet kid,” Janie Sims said. He didn’t tend to talk a lot about that time in his life, she said.<br /><br />Photographs of Andy show a little boy with a bright smile that didn’t fade as he grew older.<br /><br />Andy and Donald took Sims’ name, but they were born with the last name Douglass. Andy’s full name at birth in summer 1950 was Scott Andreas Douglass. His brother, born in 1949, was Donald Ace Douglass Jr.<br /><br />Their birth father moved to California and was settled into marriage and family life, which included Steve.<br /><br />Donald Douglass Sr. and Ellen Sims had married in their teens, and they divorced while the boys were young, Steve Douglass learned as he delved into his family’s past.<br /><br />As he started his research, he didn’t expect to feel a connection to the half brother he never knew, but Andy has become a member of his family.<br /><br />He noticed the resemblance as he studied pictures he has received. He saw a picture of his father as a child, and looking at that one next to his own and photographs of Andy, he sees striking similarities.<br /><br />“When I was his age, we looked a lot alike,” Steve Douglass said.<br /><br />He wants to learn as much as he can about the older half brother he grew up not knowing he had.<br /><br />“I get the impression he was a very active kid,” Douglass said during his trip to Wichita Falls.<br /><br />He also came across some information indicating that Andy had been involved a couple years earlier in a traffic accident that had left him with some lasting effects.<br /><br />Iris Carter and her family lived next door to the Sims family, who hadn’t lived in the neighborhood long. They didn’t really know one another, she said, but Andy’s disappearance came as a shock.<br /><br />“We’d see those boys out once in a while,” and they would wave, Carter said.<br /><br />The mystery from so long ago has never escaped Carter. She has wondered many times over the years what happened to Andy. It was such a quiet neighborhood, she said.<br /><br />This type of thing didn’t happen.<br /><br />News of the disappearance shook some of the families who lived nearby.<br /><br />“I was only 11 years old at the time, and it just scared the bejeebers out of me,” said Mary Swatzell, who lived down the street from the Sims family on Stanford. Andy’s family lived at the end of the block. Her family lived in the middle. Swatzell, who knew Andy only slightly, now lives in Tulsa, Okla. “Back then, people just didn’t disappear,” she said.<br /><br />“All of us kids went up and down the block at all hours of the night,” she said.<br /><br />In those days, it was nothing for a child to be blocks, even miles away from home during a day playing outside until after dark, Henning and Fox acknowledged.<br /><br />But it was something different altogether for a child not to return home.<br /><br />A note penned to the side of a fifth-grade class list sums up one of the only certain things anyone can say about what happened to 11-year-old Andy Sims.<br /><br />Disappeared... No word.<br /><br />A faint pencil line runs through the typed letters that spell out Andy’s name on the list for Mrs. Beasley’s class in Room 6 at Jefferson Elementary School. He was a fifth-grader during the 1961-62 school year, one of 18,601 students enrolled in public schools in Wichita Falls at the time.<br /><br />Jefferson Elementary School opened in 1959; and as it prepares for its 50 th anniversary celebration, a collection of memorabilia has come in, highlighting faces, names and events from the school’s half-century of history. Principal Pat Page found the book with Andy’s class list in the collection, and seeing Andy’s name after hearing for the first time about his disappearance gave him goose bumps.<br /><br />“Andy was kind of a quiet boy, just a good guy,” Leroy Chaddick remembered. Chaddick, who has spent his career at the Wichita Falls Fire Department, was in his first year at Jefferson that year, and he was also a fifth-grader in Andy’s class.<br /><br />He and Andy were school friends, the kind who talk about what’s going on at school and play together at recess and eat lunch together, but don’t really see each other outside the school day. He and Andy were probably pretty similar in nature, he thinks.<br /><br />Neither was loud nor the first to speak up.<br /><br />“I think everybody liked him,” Chaddick said.<br /><br />And then Andy was gone.<br /><br />Chaddick first learned about Andy’s disappearance from his parents, who saw it on the news.<br /><br />Andy was a Tenderfoot the first rank in Scouting and new to Boy Scout Troop 22, of which Bill Fortune was the cubmaster.<br /><br />Fortune is still involved with Scouting and that troop today.<br /><br />As Wichita Falls was getting ready for Christmas that December, the Scouts were making preparations for a campout despite the cold weather. Dorman reportedly walked away from a residential care facility in Bozrah and did not return.<br /><br />A state police investigation found that Dorman left the residential care facility and walked a short distance where it is believed she left the area as a passenger in a motor vehicle.<br /><br />Dorman is 5 foot, 2 inches tall, weighs 105 pounds with a thin build, brown hair and brown eyes. She walks with the aid of a walker and has a pacemaker/defibrillator. It turns out the disappearance was a hoax and the baby didn't exist.<br /><br />McCormick admitted to police that she made the whole thing up in an attempt to get her ex-boyfriend to reunite with her over the Christmas holiday. She told police the missing Florida baby's name was Riley Archer Buchness, the supposed son of John Buchness - McCormic's former boyfriend. She even produced a photo for police when the baby hoax began.<br /><br />McCormick reported the disappearance of her baby on Tuesday, saying the boy's nanny was the last person seen with the child.<br /><br />While McCormick did not have a baby boy, apparently she was pregnant and miscarried six months ago.<br /><br />Charges against the Florida woman are a misdomeaner though Miami police want McCormick to pay for the costs associated with the investigation.<br /><br />Police became suspicious after they found inconsistencies in the Florida woman's story. This is the latest twist on an Amber Alert but for people much older.<br />“<a href="http://www.fdle.state.fl.us./">Silver Alerts</a>,” managed by the <a href="http://www.fdle.state.fl.us./">Florida Department of Law Enforcement</a>, will let the public know about mentally impaired elderly residents who wander from home. A person must be over the age of 60 and suffering from dementia or Alzheimer's before a Silver Alert will be issued.<br />It was good news for the family of Charlie Brownlee, 76, who wandered away from his sister’s Miami home one day last month. Brownlee got behind the wheel of a car, even though he suffers from dementia. Apparently no one remembered to give Charlie his medication that day. When family alert police they immediately issued a Silver Alert and found Charlie on his way back to his own home in Tuscaloosa, Alabama, thinking it wasn’t far away.<br /><a href="http://www.nytimes.com/2008/12/18/us/18silver.html?ref=health">The New York Times</a> reports that Florida, along with neighboring Georgia and about a dozen other states have adopted similar programs and legislation is pending in Congress to create a national program.<br />So far 19 people have been found since Florida adopted the system in October.<br />The Florida program sends an automated phone call to every resident within a one mile radius of the missing person’s home. The message contains pertinent information, including a physical description of the person and the vehicle being driven.<br />In the case of Brownlee, about 5,000 automated calls were made. Courtney Servais has been found dead in Pittsylvania County. Deputies found Servais's body Wednesday morning. She was hidden beneath boards and debris in Pittsylvania County.<br />Her body was in the area known as Red Oak Hollow off Route 360 in a remote, wooded area. Servais's husband Steven, got the news around noon. He's the one who confirmed her death for us. Officials aren't yet saying for sure it's Courtney. She was reported missing Friday night. Steven says he saw her that morning sleeping in bed and it was very unlike her to not be at home by the time he got off work.<br />Investigators from Halifax and Pittsylvania Counties, along with State Police, had been searching for her for about five days before calling in cadaver dogs to assist. It was one of those dogs, that discovered the body Christmas Eve morning,<br />Her husband, who was too distraught to talk on camera, says he has no idea how he's going to break the news to his three young children, especially with it being Christmas Thursday.<br />The Halifax County Sheriff's Office has a person of interest in the case. They are holding Dennis Daniel without bond on unrelated charges. Daniel was the last person seen with Servais before she went missing. Her car is missing a front bumper.<br />Servais is 5' 6" tall and weighs 150 pounds.
